Volunteers of America-Greater New York (VOA-GNY) is an anti-poverty organization that seeks to end homelessness in the New York metropolitan area by the year 2050. We focus our continuum of care to address the most prevalent causes of homelessness: (1) lack of affordable housing; (2) unmet health needs, including but not limited to mental health and substance use; and (3) lack of jobs that create wealth. We are one of the largest providers of services to families and individuals experiencing homelessness in the Greater New York area, serving survivors of domestic violence, people living with HIV/AIDS, veterans, and others who have behavioral health or substance use needs. FUNCTION:

The Program Manager is responsible for the daily operations and overall management of the Community Support Services programs in accordance with the Division of Mental Health and Addictions Services (DMHAS), Commission on Accreditation of Rehabilitation Facilities (CARF) and Volunteers of America policies and standards.

MINIMUM QUALIFICATIONS:

This position requires a Master’s Degree and a license as a practitioner of the healing arts including but not limited to a licensed clinical social worker, licensed social worker, licensed rehabilitation counselor, licensed professional counselor, licensed associates counselor, or licensed marriage and family therapist or a registered nurse, with two years supervisory experience.In addition to a Master’s degree, the employee must have one year experience in a community behavioral health setting or be certified as a psychiatric rehabilitation practitioner in lieu of one year of experience in a community behavioral health setting. This position must possess a valid state driver’s license with a safe driving record that meets agency policy.

PRINCIPAL RESPONSIBILITIES:

  1. Program oversight, staff supervision and training.
  2. Quality assurance and performance improvement activities.
  3. Provision of 24/7 on-call consultation and support to service recipients.
  4. Implementation of evidence based practices including but not limited to Motivational Interviewing and WRAP to assist the service recipient in achieving wellness and recovery goals.
  5. Contributing to the development, implementation, monitoring, and updating of the individualized rehabilitation plan.
  6. Perform comprehensive rehabilitation needs assessments, provided staff are authorized to perform such service under their professional licensure, certification, or credentialing standards.
  7. Offering services appropriate to meet the service recipient’s needs.
  8. Performing crisis intervention.
  9. Coordinating and managing service delivery.
  10. Provision of individual, group, and family supportive counseling services to service recipients.
  11. Skill teaching to assist service recipients in developing skills that promote achievement and maintenance of valued life roles in the areas of social, employment, physical health, education, and/or household domains with the goal that service recipient achieve community integration and remains in an independent living setting of his/her choice.
  12. Ensure that all paperwork and monthly reports are submitted in a timely manner and according to VOA policy.
  13. Document all observations, information and services provided to the service recipient within the required timeframes.
